how can i dress like selena gomez with a dresscode and a budget?

How can i dress like selena gomez with a dresscode and a budget?
can someone make me an outfit thats like selena gomez/alex on wizards of waverly place would wear?
this wouldn't be so hard, but i have a dresscode -no tank tops, a my pants have to cover my knees. can you make me an outfit with things from kohls, oldnavy, jcpenney, target, aero, and gap? thanks so much!
(btw im a girl in juniors section)
